Pemerintah Kecualikan Pajak Yacht, Ini Alasannya

Jakarta, (BERITASATOE.COM) – Pemerintah mendorong industri pariwisata bahari dengan memberikan pengecualian pengenaan Pajak Penjualan atas Barang Mewah (PPnBM) untuk penyerahan oleh produsen atau impor yacht yang digunakan untuk usaha pariwisata.

“Yacht yang tidak digunakan untuk usaha pariwisata tetap dikenakan PPnBM dengan tarif sebesar 75%,” ungkap Direktur Penyuluhan, Pelayanan, dan Hubungan Masyarakat Neilmaldrin Noor. Lebih lanjut Neil mengatakan bahwa industri pariwisata bahari perlu didorong karena merupakan salah satu sektor yang potensial untuk dikembangkan.

Selain itu, pengecualian pengenaan PPnBM ini juga diberikan atas penyerahan atau impor:

  1. peluru senjata api dan senjata api lainnya untuk keperluan negara,
  2. pesawat udara dengan tenaga penggerak untuk keperluan negara dan angkutan udara niaga,
  3. senjata api dan senjata api lainnya untuk keperluan negara,
  4. kapal pesiar, kapal ekskursi, dan kendaraan air semacam itu terutama dirancang untuk pengangkutan, orang, kapal feri dari semua jenis dan yacht untuk kepentingan negara atau angkutan umum.

Lebih lanjut, pemerintah mengatur kembali empat kelompok tarif pengenaan PPnBM atas jenis barang kena pajak yang tergolong mewah selain kendaraan bermotor, yaitu:

  1. 20%, untuk kelompok hunian mewah seperti rumah mewah, apartemen, kondominium, town house, dan sejenisnya,
  2. 40%, untuk kelompok balon udara dan balon udara yang dapat dikemudikan, pesawat udara lainnya tanpa tenaga penggerak, dan kelompok peluru senjata api dan senjata api lainnya,
  3. 50%, untuk kelompok pesawat udara selain yang disebut sebagaimana dimaksud pada kelompok 2, serta kelompok senjata api dan senjata api lainnya,
  4. 75%, untuk kapal pesiar, kapal ekskursi, dan kendaraan air semacam itu terutama dirancang untuk pengangkutan orang, kapal feri dari semua jenis, dan yacht.

Selain maksud di atas, terbitnya kebijakan ini bertujuan untuk menyederhanakan prosedur administrasi serta memberikan kepastian hukum. Pada akhirnya diharapkan dapat mengurangi biaya operasional wajib pajak.

“Sesungguhnya kebijakan ini merupakan aturan pelaksanaan dari Peraturan Pemerintah Nomor 61 Tahun 2020 tentang Barang Kena Pajak yang Tergolong Mewah Selain Kendaraan Bermotor yang Dikenai Pajak Penjualan atas Barang Mewah,” tambah Neil. Pasal 3 peraturan pemerintah tersebut mengamanatkan menteri keuangan untuk mengatur jenis barang kena pajak selain kendaraan bermotor yang dikenai PPnBM dan tata cara pengecualiannya.

Informasi lebih lanjut terkait jenis barang kena pajak selain kendaraan bermotor yang dikenai PPnBM dan tata cara pengecualiannya dapat dilihat di PMK-96/PMK.03/2021 yang berlaku mulai 26 Juli 2021. Ketentuan tersebut juga dapat diakses melalui laman www.pajak.go.id.
