GEMPAR Nilai Pembangunan RSUD Bogor Utara Cacat Hukum

BOGOR, (BS) – Terkait pembangunan RSUD Bogor Utara yang hingga saat ini tidak selesai dengan tepatnya waktu pengerjaan sesuai dengan kontrak menjadi sorotan warga Kabupaten Bogor. Gerakan Mahasiswa dan Pemuda Bogor ( GEMPAR) menilai ada kecacatan hukum dalam proyek tersebut.

Proyek nilai Rp. 93.445.975.291,00 yang menggunakan dana Bantuan Provinsi Jawa Barat (BANPROV JABAR) ini perlu dipertanyakan kelanjutan pembangunannya.

“Padahal dengan Dana yang cukup besar seperti itu tidak ada alasan proyek itu tidak selesai tepat waktu, di tambah hasil audiensi Gerakan Mahasiswa dan Pemuda Bogor (GEMAPAR) dan PPK di Dinas Kesehatan pada 06 April 2022 kemarin menghasilkan kongklusi yang amat membingungkan,” beber Putra Ketua GEMPAR kepada wartawan di Cibinong.

Sebab kata dia, yang di sampaikan oleh PPK terkait dengan aturan yang membawahi tentang permasalahan pembangunan Proyek RSUD Bogor Utara tersebut terkesan mengada- ngada.

“Yang disampaikan oleh PPK terkait dengan penambahan waktu sebanyak dua kali tersebut atas dasar kesepakatan antara Dinas Kesehatan Kabupaten Bogor dan beberapa instansi seperti LKPP, Inspektorat Kabupaten Bogor, dll. Sedangkan ketika kita mengkaji lebih jauh bahwa amanat Pasal 1 ayat 3 UUD 1945 yang menyatakan secara eksplisit bahwa negara kita adalah negara hukum, artinya ketika ada kebijakan yang diambil oleh Dinas Kesehatan Kabupaten Bogor terkait dengan Pembangunan RSUD Bogor Utara ini haruslah berlandaskan hukum yang mengatur tentang Pengadaan Barang/Jasa. Karena ketika kami Gerakan Mahasiswa dan Pemuda Bogor (GEMPAR) mengkaji lebih jauh Perpres 16 Tahun 2018 jo Perpres 12 Tahun 2021 Tentang Pengadaan Barang dan Jasa kami tidak menemukan sinnkronisasi antara yang di ucapkan oleh PPK dan aturan tersebut. Maka dari itu kami menganggap bahwa pembangunan RSUD Bogor Utara sudah mengalami cacat hukum dan terindikasi tindak adanya KKN,” papar Putra.

Terpisah Anni Bersari Kristina H, SKM, MKM selaku Kepala Bidang Sumber Daya Kesehatan sekaligus PPK kegiatan pembangunan RSUD Bogor Utara saat dikonfirmasi terkait dengan penambahan waktu hingga 2X kepada penyedia jasa tersebut menyatakan bahwa itu sudah sesuai dengan Perpres 12 Tahun 2021.

“Dasarnya sesuai Perpres 12 Th 2021 ttg Pengadaan Barang Jasa dan Peraturan Lembaga LKPP 12 Th 2021. Penyedia dapat diberikan kesempatan 2 kali apabila PPK merasa Penyedia Mampu menyelesaikan pekerjaan 100%,” tulisnya saat dikonfirmasi media ini melalui pesan singkat WhatsApp nya beberapa waktu lalu.

Namun ketika ditanyakan di pasal berapa dalam aturan (Perpres) tersebut yang menyatakan hal itu, Anni tak lagi menjawab pertanyaan wartawan. (San)
