BOGOR, (BS) – Polemik berkepanjangan antara pihak PDAM Tirta Pakuan Kota Bogor dengan warga Desa Palasari, Kecamatan Cijeruk, Bogor, Jawa Barat, terus berlanjut.
Pasca pemasangan banner pernyataan sikap warga Palasari terkait dugaan salah satu bangunan di area Water Treatment Plant (WTP) atau Instalasi Pengolahan Air (IPA) milik PDAM Tirta Pakuan di Jalan RE Soemantadireja, Desa Palasari, yang diduga belum memiliki Ijin Mendirikan Bangunan (IMB), Kamis (29/09/2022), kini warga mempertanyakan legalitas pemanfaatan sumber air secara komersil di wilayahnya yang dilakukan salah satu perusahaan daerah Kota Bogor itu.
Aspirasi masyarakat Desa Palasari itu disampaikan oleh Maulana selaku Ketua Paguyuban Barisan Satria Muda (Basamu) kepada awak media, Jumat (30/09/2022).
“Perlu saya tegaskan, dalam hal ini saya selaku ketua paguyuban Basamu tidak ada permasalah pribadi dengan pihak PDAM. Namun, sebagai bagian dari masyarakat, terlebih saya memiliki tanggungjawab kontrol sosial untuk lingkungan, maka perlu saya sampaikan, bahwa saya sangat prihatin atas sikap pihak PDAM Tirta Pakuan Kota Bogor yang bersikap tidak profesional dalam menyikapi berbagai permasalahan di lingkungan kami”, katanya.
Maulana membeberkan, selama belasan tahun PDAM memanfaatkan sumber air di wilayah RT 03 RW 02 Kampung Cijeruk, Desa Palasari. Akan tetapi, ketika musim kemarau datang, warga setempat sangat kesulitan mendapatkan air. Dan selama ini kontribusi dari hasil usaha PDAM Kota Bogor untuk warga masih sangat minim.
Maulana mengatakan, warga Palasari saat ini mempertanyakan dasar perijinan lingkungan yang dimiliki PDAM Kota Bogor dalam pemanfaatan sumber daya alam dari mata air dan sungai di wilayah Palasari. Karena, selama ini warga belum pernah merasa mengijinkan secara tertulis.
“Selama ini kami merasa tidak pernah memberikan ijin tertulis yang dibubuhi tandatangan warga maupun pengurus wilayah”, imbuhnya.
Jika tidak ada tindaklanjut atau itikad baik dari pihak PDAM Kota Bogor, lanjut Maulana, pihaknya sebagai masyarakat akan mencari keadilan ke tingkat pusat.
“Kalau tidak ada tindak lanjut atau itikad baik dari pihak PDAM, kami sebagai masyarakat akan mencari keadilan ke pemerintah pusat. Kami akan sampaikan aspirasi kami ini ke DPRD Kota dan Kabupaten Bogor sampai ke DPR RI, ke Kementrian bahkan ke Presiden”, tukasnya.
Sebelumnya, warga Palasari dengan pihak PDAM sudah berulangkali melakukan pertemuan mediasi untuk mencari solusi terkait beberapa permasalah yang hingga kini belum juga menemukan jalan keluar.
Diantaranya, terkait penyampaian sejumlah aspirasi dari warga yang tidak direspon baik oleh sikap sekretaris direksi PDAM yang mengeluarkan statement frontal kepada warga, sehingga memicu reaksi keras dari kalangan warga Palasari. Ditambah lagi dengan sikap tidak profesional Dirut PDAM Tirta Pakuan yang datang ke kediaman Ketua Basamu Maulana di luar jam wajar bertamu, yang disinyalir berniat untuk melakukan upaya “pendekatan” kepada Ketua Basamu untuk meredam aksi warga.
Terakhir, pertemuan mediasi antara warga Palasari dengan Pihak PDAM Kota Bogor di aula kantor Desa palasari, Rabu (14/09/2022) nyaris chaos, akibat munculnya statement Kapolsek Cijeruk yang dinilai warga tidak pro masyarakat, sehingga warga memilih meninggalkan forum pertemuan.
Menyikapi kondisi tersebut, ketua Lembaga Swadaya Masyarakat (LSM) Getar Pasundan Diana Papilaya mendesak aparat penegak perda (Gak Perda) agar melakukan langkah tegas. Dan pihak-pihak berwenang segera mengambil langkah.
“Kalau memang gedung milik PDAM Kota Bogor tersebut belum mengantongi ijin, Pol PP Kabupaten Bogor jangan tinggal diam, bongkar.! Kami siap mengawal ditegakkannya peraturan daerah”, tegasnya.
Hingga berita ini diturunkan, belum ada pernyataan resmi yang diberikan oleh pihak PDAM Tirta Pakuan Kota Bogor.
