CBA Desak Kejagung Segera Periksa Proyek Satelit Bakti Kominfo

JAKARTA, (BS) – Badan Aksesibilitas Telekomunikasi dan Informatika Kementerian Komunikasi dan Informatika (Bakti Kominfo), sebelumnya bernama Balai Penyedia dan Pengelola Pembiayaan Telekomunikasi dan Informatika (BP3TI).

Jika mendengar nama BP3TI, kita akan mengingat mega skandal proyek pengadaan mobil internet sebesar Rp 1,4 triliun. Mungkin karena catatan kelam ini di tahun 2017 namanya sengaja dirubah menjadi BAKTI Kominfo.

Setelah berganti nama, Bakti Kominfo kebanjiran mega proyek bernilai puluhan triliun. Misalnya proyek satelit satria 1 senilai Rp 7,68 T, dan proyek satelit cadangan HBS senilai Rp 5,2 T. Mirisnya, mega proyek satelit Bakti Kominfo tidak seperti proyek pemerintah lainnya, meskipun nilainya triliunan rupiah tapi dijalankan secara eksklusif. Dalam proses tender misalnya publik sulit memantau dan mengawasi, tahu-tahu Kominfo sudah mengumumkan pemenang tender.

Contohnya dalam rencana umum pengadaan Bakti Kominfo yang dipublikasikan hanya proyek di tahun 2022 itupun hanya 15 paket pengadaan, padahal Bakti Kominfo menjalankan banyak proyek di tahun 2022. Adapun informasi proyek di tahun lainnya benar-benar kosong.

Terkait proyek satelit satria, sejak tahun 2019 sudah tercium aroma tidak sedap, informasi ini sebenarnya sudah sampai ke Komisi Persaingan Pengawasan Usaha (KPPU), lembaga ini telah mendapatkan pengaduan dan diminta melakukan investigasi, karena diduga ada permainan dalam proses tender.

Kejanggalan dalam proses tender satelit satria adalah dalam lelang para pemenang tender menawarkan perangkat dengan merek yang sama. Padahal, di luar merek itu, ada merek lain yang memiliki spesifikasi yang sama, dan dalam dokumen sangat jelas tidak tidak tertera merk. Kemudian waktu klarifikasi yang ditetapkan Bakti Kominfo juga aneh karena dilakukan setelah diumumkan Konsorsium PT Pasifik Satelit Nusantara (PSN) sebagai pemenang

Sama seperti proyek satelit satria 1, proyek satelit cadangan HBS juga diduga dibumbui permainan. Dimenangkannya Kemitraan Nusantara Jaya sangat mencurigakan. Karena dalam proses lelang Bakti Kominfo hanya meloloskan Kemitraan Nusantara Jaya pada tahapan prakualifikasi. Kejanggalan lainnya terlihat dari nilai proyek, berdasarkan Rencana Umum Pengadaan 2022, Bakti Kominfo menetapkan pagu Rp3.975.687.100.000. Sementara dalam perjalanannya anggaran proyek satelit HBS mengalami kenaikan fantastis sebesar Rp 1,3 triliun, menjadi Rp 5,2 triliun.

Jauh ke belakang terkait kinerja Bakti Kominfo, di tahun 2020 BPK mencatat ada pemborosan dalam program satelit. Hal ini disebabkan karena penyediaan kapasitas satelit belum digunakan sebesar Rp98,20 miliar, pemesanan layanan cloud dengan spesifikasi dan kapasitas yang melebihi kebutuhan sebesar Rp5,39 miliar, serta permasalahan pemborosan lainnya sebesar Rp2,26 miliar.

Berdasarkan catatan di atas, Center for Budget Analysis (CBA) meminta Kejaksaan Agung melakukan penyelidikan atas proyek satelit satria 1, dan satelit cadangan HBS. Panggil dan periksa Anang Achmad Latif sebagai Dirut Bakti kominfo.
