Warga Cigombong Pertanyakan Program PTSL. Kades Bungkam, Sekdes Banyak Gak Tau

CIGOMBONG, (BS) – Sekretaris Desa Cigombong, Kecamatan Cigombong, Kabupaten Bogor, Jawa Barat, Adi mengaku tidak mengetahui berapa jumlah kuota yang pasti Program Pendaftaran Tanah Sistematis Lengkap (PTSL) yang diberikan oleh Badan Pertanahan Negara (BPN) untuk Desa Cigombong.

Menurutnya yang mengetahui hal itu adalah Kepala Desa (Kades).

“Kalo ditanya berapa kuota aslinya saya gak tau, karena kades yang tau. Kalau awalnya yang saya tau kita dikasih kuota 2000 lebih. Tapi gak tau kenapa yang daftar hanya sekitar 1219 an”, kata Sekdes Cigombong saat dikonfirmasi beritasatoe.com di ruang kerjanya, Kamis (03/11/2022) lalu.

Lebih lanjut Sekdes mengatakan, menurut informasi yang didapatnya dari Kades saat ini jumlah sertipikat yang telah dicetak sebanyak 1000 buku. Namun 200 buku sertifikat tanah diantaranya dipending ke tahun depan, dengan alasan tidak diketahuinya.

Sekdes juga mengaku progres pelaksanaan sertifikasi masal melalui program PTSL belum disosialisasikan kepada masyarakat dengan alasan pihak desa belum menerima daftar nama warga yang sertifikatnya sudah dicetak, yang dipending dan yang tidak diterima BPN karena alas haknya yang tumpang tindih.

“Kami belum sosialisasikan progres program PTSL ke masyarakat”, akunya.

Ketika dipertanyakan berapa luas maksimal lahan warga yang bisa didaftar dalam program PTSL, Sekdes mengaku bahwa sepengetahuannya tidak ada batas minimal.

“Setau saya dalam PTSL tidak ada batas minimal luas tanah. Hanya jika luas lahan warga yang daftar dalam program PTSL mencapai ribuan meter akan terkena Bea Perolehan Hak Atas Tanah (BPHTB) yang harus dibayarkan ke Dispenda”, jelasnya.

Sementara itu, ketika dipertanyakan berapa biaya yang diminta kepada warga yang mengikuti program PTSL Sekdes meyakini masyarakat umumnya tau berapa nominal resmi yang ditetapkan oleh pemerintah.

“Kalau diklik di google masyarakat pasti sudah tau, biaya resminya itu Rp. 150 ribu rupiah. Sementara di perbup, nomornya saya lupa menjelaskan bahwa nominal 150 ribu rupiah itu diantaranya untuk 3 buah patok dan dua lembar materai. Sementara untuk mengcover biaya-biaya lainya diserahkan kepada TPK. Soalnya tidak semua surat tanah warga itu sudah berbentuk AJB, tidak sedikit juga yang masih girik. kan itu butuh biaya. Jadi biaya yang kami tentukan ke warga itu diluar biaya PTSL nya”, paparnya.

Menurut Sekdes biaya admistrasi yang diminta kepada warga nilainya bervariatif, mulai di angka 300 ribu rupiah, tergantung kelengkapan surat tanah yang dimiliki warga. Sementara untuk biaya operasional kerja tim menurutnya belum ada, karena dari total jumlah warga yang mendaftar, yang menyerahkan biaya administrasinya baru 30 persen.

“Dana yang masuk dari masyarakat yang 30 persen itu kami atur-atur aja buat BOP tim kerja, seperti transport, uang makan dan lain lain”, pungkasnya.

Saat tim liputan beritasatoe.com mendatangi kantor Desa Cigombong untuk memintai keterangan kepada kepala desa Cigombong Heri Hendrawan, yang bersangkutan tidak berada ditempat. Saat dihubungi melalui pesan singkat whatsApp, diketahui bahwa nomor kontak reporter beritasatoe.com telah diblokir oleh kades Cigombong tanpa alasan yang jelas.
